1. When are Council meetings held?

Council Meetings are normally scheduled every Wednesday commencing at 9:00 am, and are held in Council Chambers at MD of Foothills Administration Building, unless otherwise posted. Council meetings are open to the public.

2. Is the public allowed to attend council meetings?

Yes - council meeting are open to the public. Residents are welcome to attend and observe the proceedings.

3. When and how can I get a copy of the Council Agenda?

4. How do I make a request for a presentation or to add an item to the Council Agenda?

To request an opportunity to make a presentation or to have an item placed on the council agenda, write to the Reeve and Councillors or the Municipal Manager with your request. Include your name and address and the reason for the presentation.

5. What should be included in my letter to council?

Your name, legal description, agenda item, and subject of discussion and key points to include in your letter. What Council action you recommend is advised and the letter must be signed and dated. Please note that letters sent in for public hearings are considered to part of the public file.

6. How will I know if my item will be discussed?

You can check the weekly agenda to see if an item for discussion has been scheduled on the agenda. However, only public hearings have scheduled times. Miscellaneous items are dealt with throughout the day as Council has time.

7. What do I need to know about making a presentation or bringing an item to council?

You will receive notice of when your hearing or presentation has been scheduled for. For an application for a hearing, you, your agent, or someone on your behalf must be present at the time or the hearing may be adjourned or rescheduled. There is a fee of $500.00 for a request to adjourn or reschedule a public hearing.

8. What do I need to know about making a presentation at a public hearing?

You, your agent, or someone on your behalf must be present at the hearing. Comments may be made verbally at the hearing, or if you wish to present a written submission, you must have 12 copies of same to distribute to the Council at the commencement of the hearing.

9. What is the protocol in Council?

When it is time for you to make your presentation, you will be invited forward to the microphone at the presentation table. Address the Reeve as "Your Worship". When addressing a Councillor, the Reeve should be addressed first and then the Councillor, "Your Worship, Councillor ......".
If you wish to ask a question of someone in the Council Chambers (such as an individual member of Council or Administration), direct your question to the Reeve. The Reeve will direct the individual concerned to respond to the question if he feels it is appropriate to do so.

11. How can I speak or be represented at a Public Hearing?

Most public hearings deal with land use planning and development, and are required by the Municipal Government Act. Public hearings enable residents who might be affected by a proposed development to provide direct input to Council's decision. The process also allows the applicants who are proposing the development to address Council and clarify issues that may be raised during the public hearing. (source: Strathcona County)

The Reeve will open the hearing:

  • Municipal staff will present
  • Council will ask staff questions
  • The applicant will present*
  • Council will ask the applicant questions
  • The Reeve will then ask if anyone in the audience that supports the application would like to speak
  • Those in support of the application will speak
  • The Reeve will then ask if anyone in the audience that does not support the application would like to speak
  • The Reeve will close the hearing.

* If you wish to have someone submit comments on your behalf, they may do so with written permission by you. You can also submit written submissions by handing in 12 copies of a letter with the original signed by yourself.

12. How will you learn of Council decisions?

Letters revealing planning decisions are sent out to you the following week - once the Council minutes from the date of your presentation have been adopted. You may also phone for decisions.

13. How can I apply to sit on one of the Council's Boards or Committees?

Vacancies are listed near the end each year on the website and are also advertised in the OWW.
